Pro-Growth Progressive Idea: Providing incentives to help entrepreneurs start their first business

Elected as Mayor of Chattanooga in early 2013, Andy Berke served in the State Senate starting in 2007 and was re-elected to a second term in 2008, where he was the Vice- Chairman of the Senate Democratic Caucus. He represented the city of Chattanooga, TN and surrounding parts of Hamilton and Marion Counties. In the State Senate he served on the Education and Transportation Committees. In 2008, he was appointed by Governor Bredesen to the State Workforce Development Board. In addition, he has been nominated by the State Legislative Leaders Foundation to attend its Emerging Leaders Program.

Andy has sponsored a number of bills to help spur entrepreneurship, including the Tennessee Small Business Job Tax Credit to offer tax credits for small businesses that expand and hire new employees, as well as the Tennessee New Entrepreneur Tax Credit to help Tennesseans start up small business for the first time. In addition, Andy sponsored and passed Senate Bill 2023, to create an accountability position within the Department of Finance and Administration called EFFECTs, which stands for Efficient, Forward-looking, Focused, Energetic, Competent and Transparent government.
