Virginia Maloney

Virginia Maloney is a New York City Council Member representing District 4 on Manhattan’s East Side. She is Chair of the City Council’s Economic Development Committee, Co-Chair of the Manhattan Delegation, and Co-Chair of the Irish Caucus.

A lifelong East Side resident, Virginia has built her career at the intersection of innovation and public service. At the New York City Economic Development Corporation, she expanded free public Wi-Fi access and fiber infrastructure across New York City. She consulted for the federal government on initiatives involving high-speed rail modernization, telecommunications infrastructure, and healthcare outcomes in Washington DC.

In the private sector, Virginia spent a decade developing and scaling technology products, including tools to support the blind and vision-impaired. She brings a results-oriented, systems-focused approach to government and a commitment to making public institutions work more effectively for the people they serve.

Virginia was recognized by City & State as a 2025 40 Under 40: Rising Star and named to the 2025 Manhattan Power 100. Virginia holds a B.A. in Public Policy and Environmental Studies from Princeton University, an M.P.A. from Harvard Kennedy School, and an M.B.A. from MIT Sloan School of Management.

Virginia lives on the Upper East Side.
