Jeremy Tarr joined Clean Air Task Force in 2022 as U.S. State Policy Director. In this capacity, he leads the work of CATF’s U.S. State Energy and Climate Policy Program to advance state policies that support a prosperous, equitable, and resilient net-zero-emission economy. This work involves close collaboration with government officials, strategic partners, local communities, and other stakeholders.

Jeremy comes to CATF from the North Carolina Governor’s Office, where he served as Senior Advisor for Climate Change Policy to Governor Roy Cooper and led development and implementation of the state’s comprehensive climate strategy from 2017 to 2022. His work led to groundbreaking executive orders, development of the state’s sector-specific climate strategies, advances in environmental justice, and multiple sustainability policies for the state government. Jeremy also spearheaded North Carolina’s offshore wind strategy and contributed to the passage of bipartisan energy legislation that requires regulated utilities to reduce carbon emissions 70% by 2030 and achieve carbon neutrality by 2050.

Prior to joining the North Carolina Governor’s Office, Jeremy served in the U.S. Environmental Protection Agency’s (EPA) Office of Air and Radiation where he led teams to develop portions of the Clean Power Plan, served as division lead for implementation, and helped manage EPA’s external relationships around Clean Power Plan implementation with state officials and a wide range of stakeholders.

Jeremy previously served as Policy Counsel in the Climate and Energy Program at Duke University’s Nicholas Institute for Environmental Policy Solutions and clerked for The Honorable Patricia Timmons-Goodson on the Supreme Court of North Carolina. He is a graduate of the University of North Carolina School of Law and Davidson College.
