NewDEAL Forum Issues Future of Work Policy Recommendations

Policymakers and leading experts develop state and local solutions for challenges of a changing workplace

Washington, DC – Emphasizing that public policy has not kept pace as globalization and technological innovation have transformed the modern workplace, the NewDEAL Forum today released an extensive set of recommendations for state and local elected officials to address the future of work. The report draws from the work of innovative policymakers as well as input from leading think tanks and members of the private sector. Proposals are accompanied by an appendix of more than 20 specific programs, laws, and pieces of proposed legislation from policy experts and elected officials across the country.

“In a nation of diverse communities, solving these challenges requires state and local leadership,” write U.S. Senator Mark Warner and former Delaware Governor Jack Markell in an introduction to the recommendations from the Honorary Co-chairs of the Forum’s sister organization, NewDEAL Leaders.

“But it is hard, if not impossible, for individual policymakers to research and create comprehensive policy agendas. They need workable ideas for what to do, tailored to their levels of government and areas of oversight. And that is exactly what this report by the NewDEAL Forum is all about: providing state and local elected officials with a road map of practical steps they can take to help their constituents navigate the changing world of work.”

The report lays out stark statistics, and notes that inequalities and societal divisions are exacerbated by our economic transformation, as it underscore the urgency with which leaders must act. Recommendations focus on policy ideas in three key areas:

Improving Workforce Training: To address the ongoing importance of digital skills, as well as increasing impacts of automation and artificial intelligence, the initiatives proposed by the Future of Work Policy Group include career pathways that prepare students for high-demand fields, expanded apprenticeship opportunities, and tax incentives for employers to invest in training for their employees.

Modernizing the Social Safety Net: To respond to a broken worker benefit system in which a decreasing number of Americans have access to employer-provided health care and retirement, the Group proposes portable benefit structures and innovative ways to increase retirement savings, as well as other reforms to prevent people from being left behind.

Supporting Entrepreneurship and Innovation: With insufficient lending to small businesses and other barriers that are limiting economic growth and promoting inequality, the Group proposes ways to help startups, encourage small business lending, address the challenges facing rural communities, and reform occupational licensing to reduce obstacles to employment and entrepreneurship.

Embedded within the sections of the report are proposals to break down barriers to success for women, who remain primary family caregivers and have lacked access to key supports like apprenticeships.

“State and local policymakers are developing creative solutions to address the challenges surrounding the future of work,” said Alastair Fitzpayne, Executive Director of the Aspen Institute Future of Work Initiative. “As leaders look for policies to better support workers in a rapidly changing economy, the NewDEAL Forum’s Future of Work Policy Group has developed promising ideas to help policymakers pilot new approaches and address these challenges in their communities.”

The group is co-chaired by Houston City Councilwoman Amanda Edwards and Massachusetts State Senator Eric Lesser, who have worked with more than a dozen contributing elected officials, as well as the Aspen Institute and other partner organizations, to develop practical solutions that state and local officials can pursue.

“In the coming months, we plan to build on this work by disseminating the recommendations broadly and providing implementation resources for leaders interested in pursuing these ideas,” write Edwards and Lesser in the report. “At a time of unprecedented changes in our economy, all elected leaders have a responsibility to act on the future of work if we are to restore the promise of the American Dream and give everyone the chance to reach their potential.”

“These ideas are a powerful start, but they are just ideas. We urge state and local leaders of all parties and perspectives, in all places, to consider these and other ideas,” write Senator Warner and Governor Markell. “We must act like the success of our people and our nation depend upon adapting and modernizing – because it does.”

Washington, DC – More than 60 of the most innovative state and local Democrats from across the country will come together in Washington from Wednesday – Friday, November 28 -30, to reflect on the midterm elections, discuss the Party’s path forward, and lay out a policy agenda for Democrats across the country to address key economic issues.

The eighth annual NewDEAL (Developing Exceptional American Leaders) Leader Conference brings together rising pro-growth progressives from the organization’s network of elected officials, who represent 46 states, along with other top officials and thought leaders. In addition to surveying the political landscape, key topics include policy ideas on the future of work, climate change, and restoring democracy.

A schedule of conference highlights and list of some of the NewDEAL Leaders planning to attend is below.

A kick-off dinner on Wednesday, November 28, will feature remarks on lessons from this month’s elections by NewDEAL Honorary Co-Chair and former Delaware Governor Jack Markell, U.S. Senator Michael Bennet, U.S. Representative Conor Lamb, and U.S. Representative-elect Jennifer Wexton, who flipped a Republican Congressional seat and is one of the NewDEAL members ascending to higher office after the midterms.

Sessions on Thursday, November 29, will begin by addressing the future of work and will feature remarks by NewDEAL Honorary Co-Chair U.S. Senator Mark Warner (VA). Other program segments will be based on policy recommendations released at the event by the NewDEAL Future of Work Policy Group — a select group of NewDEAL Leaders who have partnered with the Aspen Institute and other prominent non-profit organizations. They have developed an agenda for policymakers to improve workforce education and training, modernize the social safety net, and support innovation.

A pair of keynote addresses on Friday will be delivered by South Bend, IN Mayor Pete Buttigieg, the NewDEAL member named as one of the top future leaders of the Party by President Obama, and Dr. Leana Wen, the President of Planned Parenthood.

NewDEAL Leaders Sweep Reelections as Many Ascend to Higher Office

Winners include at least seven taking higher office, including three in Congress and Governor-elect Gavin Newsom; major races in Georgia and Utah remain too close to call

Washington, D.C. – From coast to coast and in every region of the country, NewDEAL Leaders triumphed in federal, state, and local contests Tuesday, including at least three Congressional Districts, as well as statewide offices in California and Wisconsin. In all, at least eight members of NewDEAL (Developing Exceptional American Leaders) will rise to higher office, while all 50 have won their reelection races. The winners, who represent 25 states, include Governor-elect Gavin Newsom, Jennifer Wexton, who flipped a Virginia Congressional seat, and Lieutenant Governor-elect Mandela Barnes on the ticket with Wisconsin Governor-elect Tony Evers.

In addition, NewDEAL Leaders in major races that remain too close to call include: Stacey Abrams (Georgia Governor), Ben McAdams (Utah Fourth Congressional District), and Aaron Ford (Nevada Attorney General).

The results, which follow a 98 percent win rate in the challenging 2016 election cycle, further emphasize the ability of NewDEAL’s pro-growth progressive network of state and local Democrats to excel in diverse communities nationwide and to help shape the future of their Party. Led by Honorary Co-Chairs U.S. Senator Mark Warner and former Delaware Governor Jack Markell, the network is made up of 160 of the most innovative elected leaders, chosen from among more than 1000 nominations.

While running on some different platforms and issues, the NewDEAL candidates were united by pro-growth, forward-looking ideas for expanding economic opportunity and by a pragmatic, results-driven approach to governing.

An Honorable Profession: Elizabeth Brown Featured in Episode #2 of podcast offering hope for future of politics

Washington, D.C. – Amidst an increasingly toxic political environment, the NewDEAL (Developing Exceptional American Leaders) has launched a podcast to showcase inspiring stories and positive outlooks on governing among rising leaders outside Washington.

Hosted by County Supervisor, former Mayor, and author Ryan Coonerty (Santa Cruz, CA), the second episode of An Honorable Profession, features Columbus Councilmember Elizabeth Brown, a champion of paid family leave, women’s health care, and immigrants’ rights. The podcast was founded to counter the rampant cynicism and policy failures that have dominated people’s perception of politics today by elevating voices of optimistic, dedicated and innovative leaders like Brown.

In this edition, Brown talks about her first run for office, a fast-paced 85 day race that started 70 days before her first child was due, as well as her work on a breakthrough paid family leave policy for city workers and her response to the Trump Administration’s hardline immigration stance. While acknowledging that it can be easy to lose hope in today’s political environment, she discusses why she remains passionate about public service.

“The great thing about serving in office and why I encourage anyone with an inkling to do it to take a shot and run is that really at it’s baseline it’s about constituent services and understanding real people,” said Brown, who was elected in November of 2015 to the Columbus City Council and is executive director of the Ohio Women’s Public Policy Network. “No law is just words on a paper in black and white. It’s always about the people who are affected on the other end of that.”

An understanding of the people affected by public policy was clear in Brown’s successful effort to establish a legal defense fund to provide services to immigrants and their families.

“After Trump took office and changed the enforcement priorities for Immigration and Customs Enforcement, we heard a lot of stories of fear from immigrant families,” said Brown. “Immigration isn’t quote unquote a local issue. Those rules are written at the federal level and enforced at the federal level, but it became incumbent on us to think about the impact [of] immigrants and refugees on Columbus… [Immigration cases are] one of the few legal proceeding where you can be jailed, behind bars, see a judge, get sentenced, and never have a lawyer – technically have access to a lawyer but there’s no guarantee you get one.”

Brown also speaks candidly about obstacles facing women interested in running for office, including as a new mom serving on City Council, and her future in public service.

Kander, a former Army Captain, was the first millennial in the country to be elected to statewide office as Missouri’s Secretary of State and was chosen to be a NewDEAL Leader. Since contesting a surprisingly close U.S. Senate race in Missouri in 2016, he has started the organization Let America Vote to fight voter suppression nationally, and the Democratic National Committee has appointed him chair of the Commission to Protect American Democracy from the Trump Administration. Politico has called him “the hottest star in Democratic politics.”
