Pavel Payano is a two-term Lawrence At-Large City Councilor, where he Chairs the Public Safety Committee, Charter Committee, and is the Vice-Chair of the Housing Committee. He has focused his advocacy on initiatives to support small businesses, measures that lead to great economic mobility, increasing funding to public education, and ensuring government transparency. Prior to his service on the Lawrence City Council, he served for seven years as a member of the Lawrence School Committee. He focused his advocacy around the needs of the underserved student population, specifically on policies that lowered the achievement gap and increased enrollment and completion rates for students in post-secondary education.
Upon graduating from the University of Massachusetts Amherst he went on to found the Greater Lawrence Young Professionals Network, an organization whose mission is to attract, retain, and engage young professionals in the Greater Lawrence area. He also co-founded the Mill City Leadership Institute, which has connected and strengthen the leadership skills of over 200 professionals in the Merrimack Valley.
Councilor Payano holds a Juris Doctor from Suffolk University Law School, a Masters in Public Administration from the University of Massachusetts Boston, and a Bachelor in Political Science from the University of Massachusetts Amherst.
